N2  - "The Waitangi Tribunal's Health Services and Outcomes Kaupapa Inquiry is an ongoing inquiry into the ways the Crown has responded to health inequities experienced by Māori. Hauora is the Tribunal's stage one report and addresses two claims concerning how the primary health care system in New Zealand has been legislated, administered, funded, and held to account by the Crown since the passing of the New Zealand Public Health and Disability Act 2000. The Act laid out a new structure for the health care system, centred on the creation of district health boards to deliver health care to distinct populations. This 2023 edition of Hauora includes a new chapter containing the Tribunal's final recommendation, which were made after the release of the initial report."--Back cover.
