The purpose of the handbook is to provided Polytechnic Councils with a guide to the scope and nature of their responsibilities in light of changes in the education sector.

It deals with legislation; the administrative structure of the eduction bureaucracy in New Zealand; the function and set up of councils; the submission of the Charter and Statement of Objectives; Meeting procedure; the function of committees and working parties; entrepreneurial activities; dealing with the media; marketing; funding; accounting and accountablity.
