He studied Political Science and Public Law at the University of Bonn, Germany. From engaging in student politics, he moved on to local politics in Germany, and later worked for close to 30 years as a political advisor and expert for civic education with political parties in many foreign countries. As Regional Director of a political foundation, he was responsible for and travelled extensively through East and Southeast Asia from 1986 to 1997, the Middle East and Maghreb from 1997 to 2003, and the Southern Balkans from 2005 to 2008. After retiring in Germany, he returned to Singapore and joined the ISEAS-Yusof Ishak Institute as a Visiting and Associate Fellow. As a political science practitioner who prefers to focus on the practical side of politics rather than on academic theory, he published two comparative books on Southeast Asian politics as editor in 1998 and 2015, as well as articles and numerous analytical comments in his blog Partyforumseasia.org)
